PhotoGlimmer is a fully offline, lightweight, AI powered image editor that allows you to enhance people and backgrounds separately. It is fully contained, and does not require a GPU. Provides simple rectangular selection abd slider-based interface for editing images. Download size may be large (~500 MBs) due to its fullly-containerized nature.
